The Ring is really two franchises wearing one idea: a cursed videotape, seven days, and a girl from a well. Which one you should watch depends on what you came for.
The American line is the simple one. The Ring (2002), Gore Verbinski's remake, remains one of the most effective American horror films of its decade and works completely alone. The Ring Two (2005), directed by Ringu's own Hideo Nakata, continues Rachel and Aidan's story, and Rings (2017) is a late legacy sequel that few people needed. Watch them in release order; each assumes the previous.
