Why this order?
The book numbering is the trap here: it matches neither release order nor the timeline, so pick one of the two real orders and ignore the roman numerals. For a first watch, release order is the intended path: Power (2014-2020), then Book II: Ghost, which picks up days after the original's ending with Tariq at its center, then Book III: Raising Kanan, then Book IV: Force. Ghost and Force are both direct continuations of the original, following different characters out of the same finale, and they cover overlapping in-universe time, so there is no clean way to slot one fully before the other anyway; release order handles that for you.
The chronological alternative exists because Raising Kanan is a full prequel, set in early-1990s South Jamaica, Queens, telling the origin of Kanan Stark and his family. Timeline purists can start there, then run Power, Ghost and Force. It works, but you lose the punch of meeting 50 Cent's older Kanan first and then seeing how he was made.
